The Lagos Civil Service Commission (LCSC) has commenced preparations for the 2025 promotion exercise, focusing on officers in the centrally deployed Administration and Human Resources cadres within Grade Levels 12 to 16.
This development is contained in a December 13, 2024, circular referenced CIR/HOS/’24/Vol.1/090, and signed by the Head of Service, Bode Agoro. It outlines the requirements and processes for Ministries, Departments, and Agencies (MDAs) to facilitate the exercise effectively.
Agoro who reiterated an earlier circular of November 15, referenced CSC/462/’25/1/CMD, requested ministries, departments and agencies to forward all necessary information of all eligible officers in the centrally deployed cadre of administration and human resource on GL. 12 – 16 who have met the maturity period for Y2025 promotion as stipulated to the Permanent Secretaries, Public Service Office
According to the commission, the stipulated maturity date for officers on Grade Levels 15 to 17 begins from April 1, 2021, to January 1 or July 1, 2021, while for officers on Grade Levels 12 to 15, the requirement starts from January 1 or July 1, 2022.
Supervisory ministries are expected to ensure that all eligible officers, including those deployed to agencies, are included in the promotion exercise.
The circular also directed MDAs to submit necessary documents, including SPADEV forms for specified years, briefs on the eligible officers, and completed SPADEV score sheets to streamline the exercise. These submissions are to be in the prescribed formats and organised according to seniority within each cadre to ease collation and documentation.
Furthermore, Grade Levels 12 to 16 officers must participate in oral interviews for the promotion exercise.
The commission emphasised that officers with pending disciplinary actions or who have failed to provide necessary credentials will not be included in the eligibility list.
However, those who were unsuccessful in the 2024 promotion exercise must participate in the 2025 round while the guidelines also noted that officers undergoing transfer, conversion, or redesignation must meet the specific maturity terms outlined in their respective letters of appointment to qualify for promotion.
The commission sets the deadline for the submission of all required documents for December 20, 2024, and urged accounting officers to ensure strict compliance with the directives and to widely disseminate the circular within their organizations to guarantee service-wide adherence.
